Henry was born on 17 May 1783, the son of Sir Henry Russell, Bart. and Anne Barbara Whitworth, at Dover, Kent.
He went to Calcutta with his father in May 1798; appointed a writer, Nov. 1798, Assistant Secretary to the Resident at Hyderabad, 1800; Secretary, 1802; Third member of the Commission appointed to investigate the claims of the Nawab of the Carnatic, 1807; Officiating Resident at Poona, 1809; the British representative at the Court of Hyderabad, 1811-1820, during the Mahratta-Pindari War, in which the Nizam's Army proved of much service.
Another person who accompanied the family to India in 1798, was the niece of his mother; a young lady named Hon. Rose Whitworth Aylmer, born October 1779; only daughter of Henry, fourth Baron Aylmer, and his wife Catherine, who was sister to Lord Whitworth, Ambassador to Buonaparte in 1803.   She ultimately became engaged to Henry, but died of cholera on 2 March 1800, at her uncle's house in Calcutta.   Henry succeeded as the 2nd Baronet of Swallowfield, Berkshire on 19 April 1836, upon the death of his father, Sir Henry (1751-1836).

OBITUARY
We regret to announce the death of Sir Charles Russell, which took place on Saturday at Swallowfield, near Reading, in his 57th year.   He was the eldest surviving son of Sir Henry Russell, the second baronet, by his second wife Marie Clotilde, daughter of M. Mottet de la Fontaine.   Sir Charles was educated at Eton, and entered the Army in 1843, when he was appointed to the 35th Regiment, with which he served in the Mauritius.   Transferred to the Grenadier Guards in 1847, he served with distinction throughout the whole of the campaign, having been present at the battles of the Alma, Balaclava, Inkerman, and the siege of Sebastopol.   For his valour at Inkerman he received the Victoria Cross.   He also obtained the Crimean medal with four clasps, the Turkish medal, and the Order of the Medjidie, and was made a Knight of the Legion of Honour.   He was appointed Deputy Assistant Adjutant-General with the Army in the Crimea.   He succeeded his father as third baronet on 1852.   He had been a Deputy-Lieutenant for Berkshire since 1855, and sat for that county in Parliament in the Conservative interest from July, 1865, to November, 1868, when he retired from the representation under the minority clause of the Reform Act of 1867.   He was returned for Westminster as the colleague of Mr. W. H. Smith in 1874, and was re-elected in 1880, but retired in 1882 in consequence of ill health.   He is succeeded in the baronetcy by his brother, Mr. George Russell, County Court Judge.
