Jeffreys was born about 1780, at Brecon, Breconshire. He was born as Jeffreys Wilkins, rather than de Winton. He was the son of Jeffreys Wilkins and Catherine Parry.
The family claimed descent from a Norman lord, called de Wintona, whose lands were around Cowbridge. The surname became corrupted, over time, to Wilkins. The ancient surname of de Winton was resumed, by Royal License, on 6 July 1839. Read a brief history of this family.
